Num 15:38  Speak unto the children of Israel, and bid them that they make them fringes in the borders of their garments throughout their generations, and that they put upon the fringe of the borders a ribband of blue.

The fringe, or in Hebrew, Tsiytsiyt, has to do with fruitfulness and blossoming. This has to do with manifesting YHWH's Character to others. Can you find some Biblical examples?
This is a great video explanation of this word:

Matthew 9:20  And, behold, a woman, which was diseased with an issue of blood twelve years, came behind him, and touched the hem(Gk:kraspedon)* of his garment:

Matthew 14:36  And besought him that they might only touch the hem(Gk:kraspedon)* of his garment: and as many as touched were made perfectly whole.

*This should be translated 'fringe', as per the LXX which equates Gk:Kraspedon with Heb:Tsiytsiyt.
